For new vehicles that are exempt from inspection (except for new vehicles that have not been registered for more than 4 years from the date of leaving the factory), when applying for the environmental protection mark for the first time after registration, the environmental protection mark valid for 6 years will be issued directly.

Vehicles in use that have obtained the environmental protection mark are excluded from the scope of inspection (except for vehicles with excessive discharge of pollutants by the environmental protection department). After the expiration of the validity period of the environmental protection mark, they can continue to be used within the exemption period until the exemption period expires. . If the owner of the motor vehicle needs to change the environmental protection mark, he can directly apply to the Hangzhou Environmental Protection Marking Point to apply for the renewal of the environmental protection mark in accordance with the relevant regulations. The materials for applying for and renewing the environmental protection mark (application form, driving license) And ID card) and procedures are the same as before.

According to the relevant regulations of the No. 138 document [400], the exempted vehicles include non-operating cars (including large cars) and non-operating small and micro passenger cars (except vans, 7-seat and 7-seat vehicles). However, if your car has the following two conditions, it must be inspected according to the original time limit: from the date of leaving the factory, it has not been registered for more than 4 years; the pollutants discharged by the environmental protection department have exceeded the standard.

Excessive inspection period or vehicles that have exceeded the standard of pollutant discharge by the environmental protection department are still subject to the exhaust emission test according to the “Regulations on the Administration of Environmental Protection Inspection Marks for Motor Vehicles” (Huanfa [2009] No. 87), and the qualified vehicles are issued. Environmental protection mark. For vehicles that do not have an effective environmental protection mark, the public security traffic control department will investigate and deal with the violation of the restrictions.

In addition, according to the principle of territorial management, foreign vehicles that meet the scope of exemption shall be implemented in accordance with the relevant regulations of the local traffic control and environmental protection departments.
