The direct incentive for Xue Xu to make arguments is that technological innovation has become the main task of the automotive industry during the “11th Five-Year Plan†period.
Although in the past two five-year plans, the country has been investing money in the automotive industry, the results are bleak.
Xue Xu believes that one of the major reasons for foreign brands to dominate the Chinese auto industry is that national investment is far from enough. In the next five years, the government should support local innovation in the automotive industry as it did in the past.
To this end, Xue Xu, the deputy director and secretary general of the Marketing Experts Committee of the China Market Society, and the secretary general of the Marketing Experts Committee of the China Market Society (Automotive), even wrote an essay entitled “Building a National Auto Industry Competitiveness Innovation Planâ€. In the past two five-year plans, the government’s lack of centralized investment and unified planning was the primary reason for the strategic hollowing out of the Chinese auto industry, especially the hollowing out of competitiveness. This makes the Chinese auto industry choose the wrong route when it just "takes off." Therefore, whether or not real breakthroughs can be achieved through sustained national investment during the “Eleventh Five-Year Plan†period will be a priority in the development of the automobile industry in the future.
Since the development of the automotive industry, foreign technology has become quite mature. It is almost impossible to rely on individual domestic companies to achieve technological breakthroughs. Xue Xu thus provided a best solution for automotive technology innovation: “The venture capital out of the enterprise, the government also emerged, and formed a joint development situation. Xue Xu pointed out that in the 1960s, China was able to use eight years to complete the "two bullets and one star" that foreign countries believed could not break through in 20 years. The key is to "give together outstanding national talents and create a technical staff." This must be a breakthrough environment and thinking."
Compared with 40 years ago, China’s economic strength has been shrunk. As long as there is sufficient investment in capital, it is no more difficult than the “two bullets and one star†automotive technology breakthrough.
Song Jian, deputy dean of Tsinghua University's Institute of Automotive Engineering, also believes that the country should invest the earliest research and development funds in order to solve the entire country’s technical reserves.
