I. Basic situation of economic operation of transportation in the first half of the year

First, the overall growth of passenger and cargo transportation has grown steadily. The slowdown in the growth of some indicators has weakened and there are signs of stabilization. The total passenger traffic (railway, highway, waterway) and passenger turnover of the entire society were 19.55 billion person-times and 148.13 billion person-kilometers, respectively, an increase of 5.6% and 6.4% year-on-year. The passenger transport structure has been adjusted. The growth rate of railway passenger traffic has increased by 6.7 percentage points over the same period of last year. Civil aviation passenger traffic has increased by 10.5%, and the growth rate of road passenger traffic has dropped by 3.3 percentage points. The total social freight volume (railway, highways, waterways, civil aviation) and cargo turnover were 20.88 billion tons and 8,436.9 billion tons kilometers respectively, an increase of 9.6% and 3.8% year-on-year. Railway cargo shipments fell by 2.8%, rail coal shipments fell by 5.7% from January to May, and the decline in average daily loading in the second quarter slowed. The growth rate of expressway cargo in 17 provinces accelerated from 5.5% in the first quarter to 8.4% in the second quarter. Waterway cargo turnover decreased by 0.1%. The volume of goods handled by ports above designated size reached 5.21 billion tons, an increase of 9.9% year-on-year, of which foreign trade throughput increased by 7.9%.

Second, the investment in highway and waterway transportation is picking up and the structure continues to be optimized. The investment in fixed assets completed was 599.6 billion yuan, a year-on-year increase of 9.2% (down 6.2% over the same period of last year), with a decrease of 1.4% in the first quarter and 14.6% in the second quarter. The investment in ordinary highways increased, and the investment in the transformation of the provincial highways and rural roads increased by 21.7% and 14.7%, respectively. The construction of inland water transport continued to accelerate development, and the investment for completion was increased by 18.0%. The amount of investment completed in the construction of highways in the western region was significantly higher than that in the eastern and central regions.

Third, achievements have been made in transformation and development and improvement of people's livelihood. Continue to increase the intensity of poverty alleviation in traffic concentrating on contiguous destitute areas and directly benefit 18,000 poor villages. We will implement the public transportation priority development strategy and propose support policies for land use, investment, road rights, and fiscal and taxation. Steadily promote the construction of a green cycle low-carbon transportation system, issue industry guidance and implement a pilot demonstration project, and complete the investment of 3.129 billion yuan in the second batch of 69 pilot projects for drop-and-hook transport. Fourth, the development of transportation and logistics has made progress. In June, the logistic index of the logistics industry was 53.1%, still in the boom period. The Ministry issued the "Guidelines for Promoting the Healthy Development of the Logistics Industry in the Transportation Industry" and actively promoted the construction of the national public transport logistics information sharing platform. Some provinces have combined actualities to study and formulate implementation plans for the implementation of industry guidance. Express logistics continues to maintain a rapid growth. 3.84 billion pieces of express delivery services were completed, an increase of 60.6% year-on-year; completed business revenue was 62.98 billion yuan, an increase of 34.5%.

Fifth, the safety production situation has generally stabilized and improved. In the first half of the year, the number of water traffic accidents and deaths and deaths of transport ships across the country fell by 0.4% and 10.7% year-on-year. The rescue success rate of search and rescue personnel on sea (water) is 97.4%. The number of production safety accidents and deaths caused by the construction of transportation projects dropped by 20.8% and 56.1% respectively. The number of fatal accidents and fatalities in the road transport industry above the level dropped by 39.8% and 40.0%, respectively.

In the second half of this year, our Ministry will ensure the realization of the goals of the year's transportation work in accordance with the unified arrangements of the Party Central Committee and the State Council.
