Utilizing the P2P car rental platform such as PP car rental, friends and car rental, and recruiting “gunners” to rent a car, they signed a false loan agreement to resell the rented vehicles, and committed more than 20 crimes in just six months. Yesterday, the Beijing Youth Daily reporter learned from the Haidian police that the police passed through more than 90 days of continuous investigation and went to various provinces and cities to crack down on this new form of fraud, knocking out four such criminal gangs and arresting 24 suspects. 18 deceived private cars were also recovered.
Haidian police said that although this new type of network car rental method seems to be simple and fast, there are still many loopholes in the risk aversion of car hirer identity review and GPS positioning technology.
The event owner was looking for a month to recover the deceived private car. "The whole process is like a nightmare. It used to feel particularly helpless." 103 days after the car was driven away by a tenant, Liu Qiang (a pseudonym) was just around the police station. The car returned to the circle and again and again, "This is too embarrassing, it is hurt." After more than three months of searching, in April this year, Liu Qiang (a pseudonym) who lives in Beijing finally got back himself. On the P2P car rental platform, the tenant was rented out and then transferred to someone else's car. After 103 days of disappearing, the car was exposed by an accidental "blocking" incident and eventually returned to the owner's hands.
In December 2014, Liu Qiang rented his private car to Zhao Moum through the PP car rental company, and agreed to lease for 4 days, charging a certain car rental fee. Through the network platform, the car owner and tenant do not know, the car rental platform is responsible for reviewing the information of the owner and tenant, and the two sides make two-way selection on the platform. This new car rental method is cheaper and more convenient than the traditional car rental.
"The original said a good four-day rental period, the result of the car is gone." Liu Qiang first discovered that the vehicle appeared because the GPS positioning of the car failed, first the signal has been fixed in a certain place, and then simply disappeared. On January 1 this year, Liu Qiang received a phone call from the staff of the PP car rental platform, saying that his car was mortgaged and he immediately reported the case. On January 4 this year, Liu Qiang learned that his vehicle was in Langfang, Hebei Province. Then he rushed to the local area with the staff, but he still passed by his own car. Since then, Liu Qiang’s car has disappeared. On February 12 this year, Liu Qiang got a good news from the police. Zhao Moumou, who rented his own car, was arrested. According to Zhao’s confession, the police filed a case against Liu Qiang.
Despite this, Liu Qiang’s car has never been heard. Until April 1, Liu Qiang received a call from the insurance company, saying that his car was blocking other cars in Langfang, Hebei, and let him go to the car as soon as possible. Liu Qiang I hurriedly asked the other party's location and hit the local 110 alarm. The police detained Liu Qiang's vehicle at the scene.
In the short period of 5 months, the police received more than 20 cases. The reporter of Beiqing Daily learned from the Haidian police that Liu Qiang’s experience was not an isolated case. From September 2014 to February 2015, Haidian Police received more than 20 car owners to report the case. The victim reported that they used the PP, friends and other car rental platforms to rent private cars online, but the car was deceived by the tenants. Because such new types of fraud cases have not solved the case in the country, and a large number of car owners have been deceived in a short period of time, causing the Haidian police to attach great importance to it. The Haidian Police is led by the Criminal Investigation Detachment to organize multiple functional departments and the police station to set up a task force. Special strikes.
Haidian police found through combing that after entering September 2014, Haidian police received a total of 29 fraudulent cases on the rental platform, of which the criminal investigation detachment has successfully detected three cases. The police conducted a return visit to 29 car owners one by one, and held talks and exchanges with investigators who had previously detected three cases. In addition, the Haidian police also conducted trials on the suspects who had been arrested before. Through the work, the police gradually found out the law of the crimes committed by these criminal gangs.
The police found that the suspects recruited "gunners" from all over the country by "behind-the-scenes suspects" and used the "gunners" to concentrate on accommodation in Beijing as a bait to let them learn how to commit crimes. Then, a car rental deposit is provided by the “behind the scenes suspects”, and the “gunners” are arranged to rent the motor vehicles of the private car owners through the online car rental platform with real identity and normal procedures. Then, the "gunner" will drive the motor vehicle to the trading place agreed by the "behind-the-scenes suspect" with the "car squad" of the criminal gang, and the "gunner" and "receiver" will sign a false arrears agreement and a mortgage agreement, which will be fraudulent. The motor vehicle is resold to the "receiver" and the "gunner" receives the corresponding remuneration. In the end, the “receiver” resold the car and made a profit.
Under the guidance of the Criminal Investigation Corps of the Municipal Bureau, the task force passed the continuous investigation of more than 90 days, and traveled tens of thousands of kilometers in 10 provinces and cities such as Shandong, Heilongjiang, Jilin, Hebei, Inner Mongolia and Tianjin. Later, gradually found out the means and organization of this new type of crime.
Through analysis, the task force believes that the criminal suspects resell the vehicles rented from the rental platform in a seemingly legal form by signing a false arrears agreement and a mortgage agreement. This method of committing crimes is very subtle. If the public security organs do not have the conclusive evidence of the "gunners" and "receivers" partnership frauds at the same time, it is generally difficult to deal with them.
In this regard, the task force decided to sort out the cases that have been received, and actively seek various clues in order to find out the entire criminal chain. Finally, the police found an important clue through the work. Since 9 September 2014, a man named “Xiaolong” has gathered unemployed people such as “Xiaoxuan”, “Shidong” and “Leizi” to pass the PP platform in Beijing. Amnesty commits fraud crimes. In view of the facts of the case, the task force secretly carried out the evidence collection work for the criminal gang.
On May 10 this year, after basically grasping the information on the composition of the gang and the evidence of the crime, the task force organized a group of police forces to rush to Jilin, Liaoning Province, multiple districts and counties, and will be the 42-year-old Jilin man Li, who is the nicknamed Xiaolong. A member of the six criminal gangs headed by was arrested. In the subsequent interrogation work of the police, it was discovered that Li Moumou also frequently contacted many “receivers” in the field to resell motor vehicles through instant messaging tools such as Momo, and made multiple frauds in areas such as Beijing, Tianjin and Hebei. There are also links between the gangs.
After further work, the police also learned that a number of fraud gangs would even use the means of providing drugs, money and remuneration to control the "gunners" and "cars" recruited. Individual leaders even held simulated guns and controls. The tool is used to intimidate the "gunner" to commit crimes.
