The reporter noted that there are particularly strict requirements for industrial and mining wasteland after reclamation, and reached the "quality farmland" standard. According to the “Administrative Measures for the Rehabilitation of Wasteland of Industrial and Mining Wastes”, which was promulgated by the Ministry of Land and Resources in 2015, the rehabilitation of industrial and mining wasteland should adhere to local conditions and comprehensive management. The land after reclamation shall not change the agricultural use, and shall meet the "land reclamation quality control standards" and the national soil environmental quality standards. If the industrial and mining wasteland is reclaimed as cultivated land, it shall be combined with the stripping and reuse of the cultivated land in the area. For the reclamation project where there is a risk of pollution, soil pollution survey and evaluation should be carried out before implementation. It is strictly forbidden to reclaim abandoned industrial and mining wasteland that has serious pollution hazards and cannot be repaired in a short period of time.

According to Jiang Daming, the "Opinions" further improved the management and control mechanism of cultivated land protection. He said that according to the "Opinions", the district's annual new construction land use plan should be linked to the capacity of supplementary cultivated land. In areas where the capacity of replenishing cultivated land is insufficient, it is necessary to appropriately reduce the plan for new construction land use, and implement strict management of cultivated land with “to make up the quota”.

At the same time, the "Opinions" require the complete completion of permanent basic farmland delineation and protection, and strengthen the rigid constraints of permanent basic farmland on various construction layouts. All regions and relevant departments must not arbitrarily break through the permanent basic farmland boundaries. Jiang Daming stressed that according to the requirements of the "Opinions", the plan for arranging new construction land must be linked to the level of land use and intensive use, to promote the reduction or zero growth of construction land, and to promote new construction or to occupy as little land as possible.
