The seminar focused on the development of water pollution emission standards and air pollution emission standards. It was agreed that the formulation of the two standards would help China's pesticide industry eliminate backward production capacity, energy conservation, emission reduction and green production. However, there are many problems that need to be solved in the process of formulating the two standards. The most prominent problem is that it is difficult to achieve a unified emission standard, which makes companies feel nervous.

Hu Linlin, deputy director of the Environmental Standard Research Institute of the Ministry of Environmental Protection, elaborated the main problems in the current water pollution discharge standards: the indirect emission standard limit (third-order value) is too wide, and the comprehensive wastewater discharge standard for COD (chemical oxygen demand), etc. The main indicators are too stringent, the coverage of characteristic pollutant indicators is insufficient, and the change in the output of pesticide species causes outdated indicators. At the same time, there are the following problems in the existing work: First, the existing 10 standards have problems with the coverage of the pesticide industry; second, the monitoring method supporting work is not perfect; third, no comprehensive toxicity index is set; and fourth, emissions The standard does not apply to the indirect discharge of industrial parks. Fifth, it does not consider the control standards of pollutants in compounding and formulation. Hu Linlin said that the new standard will be publicly solicited at the end of this year and will enter the administrative review process next year, and is expected to be formally implemented in 2017.

Secretary-General of the Technical Committee for Environmental Protection Technology Standards, Liang Xingyin, introduced the framework for the emission of air pollutants from the pesticide industry, emphasizing that its purpose is to control the release of pollutants into the atmosphere during the production of pesticides, and to reduce emissions of particulate matter, volatile organic compounds, malodorous gases, and toxic gases. Reduce the impact on hazy weather and ambient air. Can better promote the optimization of industrial structure and promote the survival of the fittest in the industry. The standard will involve air pollutants emitted from pesticide manufacturing (including the production of raw drugs, pesticide intermediates, and preparations, storage, and packaging). The existing enterprises will be given a two-year transitional period, and new enterprises will be strictly implemented according to standards. At present, the collection and analysis of data on pollutant discharge standards, analysis, and sampling and testing of emission concentrations are being carried out in an orderly manner. It is expected that the "Polluant Industrial Air Pollutant Emission Standards" will be published by the end of 2014.

Air pollutant emission standards were first proposed in China's pesticide industry and were even more concerned by representatives of participating companies. They were concerned that the new standards would be too high and the existing emission treatment equipment could meet the standards. The representative said that the formulation of air pollutants is an inevitable trend in the development of pesticide industry. However, there are too many uncontrollable factors in the collection of tail gas samples, and it is difficult to form a unified standard. At the same time, existing testing equipment and means are insufficient to meet the new standards. Experts from the Ministry of Environment said that the standard setting will use foreign standards as the research reference, and invited most Chinese companies to participate in the joint development. The purpose is not to restrict the development of enterprises, but to promote the healthy and sustainable development of China's pesticide industry.
